Belinda Caillouet is an executive leader with 31 years of experience championing the credit union difference. A trusted technology partner and leader; she builds strong teams, leading and inspiring employees, and challenging them to reach their full potential.


Belinda began her career in technology at Spokane Teachers Credit Union (STCU) in 1987. After promotions to Information Systems Supervisor, then Director of Information Technology, she became the credit union’s Vice President of Information Technology in 2005.


During the following eight years, she worked with the executive team to develop and implement a strategic plan to facilitate growth, resulting in 9 to 12 percent growth year-over-year.  She championed the implementation of a successful mobile banking program, as well as successfully managing a technology and operations service bureau.


Belinda has mentored and advised technology startups in the Spokane area and around the country; helping them with product development and enhancements, pricing models, understanding what is important to the industry, and introducing them to opportunities that get them in front of credit unions. 


Belinda was promoted to Chief Operations and Information Officer at STCU in 2013, where she oversaw the technology, operations, and retail divisions of the credit union.  She lead the credit union’s 2017 five-year strategic planning process, focusing on continued growth with an anticipated growth rate of 10 percent, delivering unparalleled member experience, core products, and services.  During her five years as COO/CIO, she supervised a credit card conversion, coached a contact center to higher performance, oversaw a branch expansion, and provided mentoring to dozens of industry peers.


In 2018, Belinda started Looking Glass Consulting; a firm focused on meeting the complex technology needs of credit unions, FinTechs, and established vendors across the country, as well as providing leadership coaching.

My Industry and Community Involvement

Belinda was elected to the CUNA Technology Council Executive Committee in 2008; where she chaired the Conference, Sponsorship and Speed-round Committees.  In 2013, she became the Executive Committee Chair, a role she filled for two years, leading a diverse team to create the first strategic and operational plan, which was later adopted by other councils across the country.  She is a founding member, and served on the Executive Leadership Board of the National Credit Union-Information Sharing and Analysis Organization (NCU-ISAO), which shares threat intelligence with the Department of Homeland Security, FBI, NASA, NCUA, and credit unions. Belinda also served on the Value Creation Task Force of the Northwest Credit Unions Association.


Locally, Belinda served as Treasurer on the Board of Directors of the Spokane Human Society from 2010 through 2013, and currently serves on the Executive Committee of the Board of Directors for the Greater Spokane Valley Chamber of Commerce. She volunteers for various local charities including Big Brothers Big Sisters of America, the Vanessa Behan Crisis Nursery, and the Women Helping Women Fund.  In her downtime, she enjoys outdoor activities, traveling, and working on the family ranch.

In addition to her full-time responsibilities at STCU, Belinda earned her Bachelor of Science in Computer Information Systems from Eastern Washington University, where she graduated Cum Laude in 2000, and her Master of Arts in Organizational Leadership from Gonzaga University in 2007. 


She is a graduate of several credit union leadership programs, including the Credit Union Executive Management Program (2003); the Leadership Development Program, Center for Creative Leadership (2004); the Cardwell 306 Leadership Development Program (2011-2013); and the CUES CEO Institute I, II, and III (2016-2017).
